In this paper we are interested in 3- and 4-formulations of Maxwell equations, and we give some definitions about the meaning of the concepts of being observer-invariant or observer-dependent, of covariance, and objectivity with respect to the transformation properties of these equations by changing the observer. We discuss the difference between these two concepts under Galilei transformation (GAT) in non-relativistic theory and in relativistic theory under Lorentz transformation (LOT). Finally, we establish the principle of material frame indifference for the constitutive equations.

Abstract
