European Maritime Safety Agency (EMSA) regulation is one of the measures adopted by the EU to improve safety systems at sea, to reduce risk of acci- dents, maritime pollution, and loss of life. Since 2002, EMSA has supported the EU Commission in interventions aimed at guaranteeing safety in port facilities, and for passengers and crews on board, both passenger and commercial vessels. With amend- ments to Reg. 724/2004, the agency extended its competence over response to pollution and maritime security. The evolution of the agency’s tasks and functions are an expression of a wider no- tion of safety as a result of the new focus in contemporary society on risk and the pos- sibility to calculate it. From the analysis of maritime safety measures, directed at prevention of pollution and security, a new, wider concept of safety emerges, which requires all areas of law to intervene to prevent the emergence of risk.
