Early modern foundation rituals stressed the importance of the civic and ecclesiastical authorities: they represented an instrumentum regni. In the Maltese case, the foundation ceremony of the new capital Valletta served two purposes: first, to strengthen the relations between the Order and the local population and secondly, to convince the Knights that Malta was their new basis. Support from the main powers of Europe in building the new city was not only economical, it had also a moral weight.
