In a well-ordered Republic, according to the authors of the Federalist Papers, there is an extreme need for the existence of an institution that can unite stability to freedom, and this institution must be the Senate. The Founding Fathers of the United States had followed the theory of checks and alances developed by Montesquieu, adapting it to the needs and circumstances of America. At the beginning of the twentieth century progressives fought to make the Senate the true organ of the federal cooperation. The function of the Senate had to be promoting the synthesis of the political will in the American democracy. This could have only happened, if the senators had had been directly elected by the people and not chosen by people's representatives.
