The pian to eliminate architectural barriers (P. E. B.A.), after more than 30 years since its introduction {Italian Law 41/1986), despite being mandatory for all Public Administrations, is an almost unknown tool. The national and international experiences and the cultural and scientific debate that has recently begun to engage in the subject provide the starting point to offer some considerations regarding the past, the pass, providing some reflections on the P.E.B.A. in the future. The paper focuses on the role of P.E.B.A. analyzing the peculiar aspects that have distinguished them in the past" and evaluating the corrective possibilities in a recent "present" and "future" not only in view of the regulatory overcoming ofthe "barrier" but of guaranteeing the same qualitative Level of services. P. E. B.A. is not simply a tool for monitoring the degree of accessibility but, above all, planning the interventions, immediate and future, capable of facilitating that extended use, the incontrovertible principle of universal design. Faced with a contextual context in which positive signs, enlightened norms and exemplary declarations overlap, on the one hand, defaults, insensitivity and lack of culture, on the other, the future of P.E.B.A. must, in our opinion, also pass through measures innovative, which could support, support the existing rules or replace them- where the times for their implementation are inevitably long - or at least improve the outcomes, integrating them with initiatives that are not yet widespread or even little more than experimental.
