Since 2011, Italian Institutions find themselves faced with the crucial problem of coordinating the so-called unplanned migration flows connected to the growing humanitarian emergency of refugees. In this scenario, the ability to reconcile the growing responsibilities as well as the entry of the Public Administration into the coordination activity of the services oriented to the planned migratory flows, is found with the need to face the refugee emergency. In this context, the examination of the refugee camps and the emergency programs implementing humanitarian policies, highlights how the absence of a conscious national planning and the use of emergency planning have caused the loss of the value of the reception, confining the quality. The following study want to provide a historical digression on the structuring of services to migrants in Italy focusing on the reception and protection system for asylum seekers and refugees. Furthermore, the analysis of the impact of unplanned flows on the social services system and on the government measures adopted to manage these flows, provides food for thought on some structural elements of the welfare system, on its functioning and on the relations between Local authorities and third sector.
