The objective of this paper deals with the proposal of a general framework to simulate a transport system providing some performance indicators (e.g., waiting time, queues). The framework could support the management of arrivals at a transport node and improve efficiency and security in bottlenecks. Besides, it allows one to assess design scenarios and represents a means to individuate the measures to implement in relation to transport system traffic conditions. The core of the proposed framework is a dynamic network loading (DNL) procedure (using a mesoscopic approach) able to simulate the transport network considering explicitly the bottlenecks. The developed DNL model allows the simulation of user movements (if necessary, grouped into packets) in space and time, considering when the user is moving or is in a queue.
