In this work, in order to evaluate the risk associated with the transport of dangerous goods including scenarios caused by terrorist attacks, attention has been focused on an urban area. The study has been applied to the area of the Straits of Messina, located in Sicily, focusing attention on two types of incident, explosions and toxic dispersions. The work has been organized in two parts. In the first phase an approach has been proposed which allows the description of the sequence of events following a terrorist action. In the second phase a quantitative description of this kind of scenario has been made. The proposed approach has permitted to outline the main guidelines for realizing defence activities such as prevention of the terrorist action, prevention of the possible amplification of the consequence and mitigation of the effects of the secondary event.
