The conceptual transition from waste to resource continues to encounter various resistances, be-cause it is necessary to compose a regulatory, cultural, training framework, being defined for less than a decade, therefore still “immature”. The absence of structured supply chains certainly creates a setback in this virtuous path and where - despite glimpsing potentialities - phases, operators and actions cannot be traced, it is necessary to intervene on different levels in order to resolve the obstacles. On the basis of the “genealogical certificate” prepared in the paper “Old generation” mineral wools: the riskiness of discarded waste, the consequent application aspects have been analysed in this complementary contribution to understand how to treat discarded products following state incentives and to verify which policies of recycling are in progress or in prospect. Investigating the production landscape as well as the scientific research, the obstacles for the structuring of a mineral wool recycling chain have been intercepted: from the absence of a centralized collection centre to the lack of characterization of hazardous and non-hazardous waste; from the lack of industrial research to the inertia of companies in the face of a recycling of post-consumer mineral wool waste. The circular management of this category of waste is therefore only in its in-fancy, although with some good intentions.
