The purpose of this contribution is to make critical observations aimed at underlining the lack of public sensitivity on the enhancement of unprotected Modern Architecture, especially in the light of Community policies for the renewal of the existing building stock. In particular, the results obtained during a large survey, still in progress, aimed at the public housing heritage of the second post-war period, which is taking place during the first year of the PhD course in Civil, Environmental and Safety Engineering in the field of green engineering «The future of coat systems: a comparison between conventional and non-conventional insulators in search of sustainable solutions that can be characterized with innovative comparison parameters». Starting points for reflection come to life from the regulatory gap in the European guidelines concerning the qualitative evaluation criteria of all that part of cultural heritage not yet subject to any protection constraint and, therefore, potentially subject to energy requalification interventions not respectful of the historical-architectural quality of the formal language that the work itself expresses. From the analyses carried out it emerges, even at national level, the absence of a cultural recognition of the identified sample that is opposed to the emanation of an increasingly stringent legislation in terms of energy efficiency and that very often leads to the loss of identity values. In this panorama, in which it has not been possible to identify the univocal and shared references of protection and safeguarding of the existing buildings, they play a fundamental role, but not entirely exhaustive, the initiatives undertaken by private entities that try to protest in the face of interventions on valuable buildings for which the absence of constraint could lead to the “distortion” of the architectural quality.
