The paper investigates the events that preceded the territorial and juridical-administrative reorganization of the African possessions by Augustus, with the establishment of the province Africa Proconsularis. In particular, the economic dynamics and the commercial role of Africa and its control are highlighted, which together with that of Sicily, Sardinia and Corsica represented an essential strength in the years of the second triumvirate. Is studied in depth, in particular, the role assumed by Sextus Pompeius, praefectus classis et orae maritimae. The political-military action of the Neptunius dux is analysed, which with the control of the western Mediterranean caused the caesura of the shipment of Sicilian tithes, the blocking of convoys from Africa, the interruption of trade, with evident very serious supply problems.
