On May 30, 2013 was signed the protocol of Understanding between the Cgil, Cisl, Uil and Confindustria on the new rules for the representation and union democracy. The protocol is based on the legal parameters identified by the interconfederal of 21 September 2011 on the modalities by which to measure the actual representativeness of trade union organizations in signing the national collective bargaining agreement and rules to validate and make due the same contracts. Through this agreement interconfederal on the labor law has relaunched the function of collective autonomy, just as were growing, in doctrine and in the field of legislation, trends in favor of interventions in the field of erga omnes effect of collective agreements and national regulation of trade unions, to implement Article. 39 of the Constitution.
