Education is often described as a place where civic and citizenship skills are now considered central to curricula at all school levels, as well as an indicator of equity and social justice, including in relation to equal opportunities and literacy. The contribution focuses on the importance of preparing teachers to interpret training processes in terms of cultural rights, active citizenship and democratic culture. Indeed, teachers play a central role in building literacy skills, including through special programmes. Citizenship competences can also act transversally as connectors between other types of competences to strengthen the internal coherence of the educational pathway of teachers and learners. The chapter considers civic and citizenship competences, with reference to the value they occupy both in defining the cultural profiles of the school population and in adhering to what the European Union promotes in this sense. Attention is also paid to the changes that have occurred in the process of cultural democratization of Italian schools.
