The article examines the relationship between artificial intelligence and public administration, starting from the regulatory framework of the European Union and evaluating the case study of the Personnel Requirements Plans of the Italian Revenue Agency. European legislation on ICT is very innovative and constantly evolving and often represents a parameter on a global scale. In particular, recent legislation on artificial intelligence establishes a human-centered approach by emphasizing transparency, responsibility and non-discrimination. The regulation classifies AI systems based on risk by imposing strict requirements on high-risk applications. The study highlights the importance of artificial intelligence in improving public sector efficiency and service delivery, addressing challenges such as workforce shortages and demand for better public services. However, it also recognizes risks such as privacy, potential bias, the importance of ethical considerations. In the context of the Italian public administration, the document analyzes in particular the possible effects of the use of artificial intelligence on decision-making processes and the optimization of services, analyzing the objectives of the three-year plans for the Revenue Agency's personnel needs and the resulting positive potential. The findings contribute to the ongoing debate on the value of the European Union’s regulatory function and the value of artificial intelligence in public administration, supporting a balanced approach that safeguards fundamental rights.
